The suspected is identified as Matthew Higa, 23, from Honolulu. The victim's name had not been released as of 6:30 pm Thursday, however, the Honolulu Medical Examiner said the victim was a boy. The incident happened at about 11:40 a.m. "We received phone calls of a male throwing an object over the Miller Street pedestrian overpass. Officers who responded to the freeway discovered that it was in fact a baby," said Captain Frank Fujii of the Honolulu Police Department. People in vehicles on the H-1 and at nearby apartment buildings saw the man throw the child to the pavement at least 30 feet below. "It looked like a doll. I thought it was a doll at first, 'cause I thought, you really wouldn't expect that of a regular child," said Kraid Hengst who was at a building on nearby Magellan Avenue. "So we went over and we looked down on the highway and we saw that it was an actual child. so then we immediately called the police." Witnesses told police the suspect was an asian male in his 20's wearing what looked like hospital scrubs. Officers saw a man fitting that description and arrested him just a few blocks from the pedestrian overpass. The West-bound lanes of the H-1 were closed while police investigated.
