"Dead," the man responded. Moments later, police arrived to protect the woman believed to be the mother of the toddler who died Thursday. Someone called 911 as neighbors heard her screaming, "I want to die." "You were supposed to watch him," the woman screamed again. The family lives just a floor below Matthew Higa, the man accused of throwing the toddler over the Miller Street over-pass. He was arrested blocks away from the crime scene, yelling and mumbling to himself. The 23 year old was heard shouting "thank you for the help you've given my family" and talking about drugs and infidelity. He lives in the apartment complex with at least one other person. Neighbors KGMB9 spoke with describe him as a strange man. "He's always kind of kept to himself..I'd say hi and sometimes he doesn't even respond," said Roy Seminuk. They did see the toddler sometimes but not Thursday. "He runs out here and goes back in and says mommy mommy," said neighbor Raymond Tricebock, "happy little boy."
