Accused Killer of Toddler Charged with Murder Print E-mail

Matthew Higa has been charged with second degree murder. The accused killer of a 23-month-old boy is being held in police custody tonight on $1 million bail.

The memorial on the overpass has grown exponentially since Friday. Meanwhile some are wondering if the child's parents are partly to blame for the boy's death.

Teddy bears, messages, a wall of balloons. And on the Miller Street overpass above the H-1 freeway, mourners joined in a circle of prayer. Police said in only a few hours Saturday, the memorial for little Cyrus Belt has grown twice in size. Adam and Lisa Carpenter came from Schofield Barracks.

"He didn't deserve it," said Lisa Carpenter. "Nothing can bring him back but I hope the Lord does him justice."

Police said Mathew Higa, threw Cyrus off the overpass and onto on coming cars. He's charged with murder. The little boy's mother spoke out about the accused killer who lived right upstairs.

"He's not mentally ill, he's a dug addict with psycosis," said Nancy Chanco. "That's not mentally ill. I know he did (drugs). Him and his father."

But neighbors KGMB9 spoke with said, Chanco likely did ice with the murder suspect.

The state said Chanco has tested positive for drugs several times. Cyrus had previously been in child protective custody. And the boy's father, David Belt, is serving time in Waiawa prison for drug offenses, sentenced to 5 years as a repeat criminal offender.

The morning of the boy's death, police said they found Cyrus wandering alone on the street, and escorted him back to his Iolani Avenue apartment. But Cyrus' mother places her son's death solely on Higa.

"They are addicts," Chanco said. "I'm not an angel, but these people are monsters. It was a grudge against me."

Whatever contributed to the toddler's death, mourners are hoping that in his passing Cyrus will find peace.

The Department of Transportation said the memorial site on the overpass is growing so large some stuffed animals have been falling onto the highway below.

For the sake of safety, the State is asking people to place memorial items on the far mauka side of the overpass.
