It wasn't. Now the state's chief negotiator Marie Laderta says ,"We are prepared to immediately seek all appropriate remedies at our disposal." Monday night, the DOE was still negotiating details of the testing with the Hawaii State Teachers Association. Over the weekend, both asked the Governor for a 30 day extension. "We need that 30 day extension, this is not something you rush into, not something that you can hurry up and do," said Donna Ikeda, Board of Education Chair. The Governor says she rejected the request because the doe wanted to make seven or eight unreasonable 11th hour changes. "What they wanted to do really was avoid random drug testing. It wasn't that they had just one more thing to tweak to implement the program. They wanted to go back to the beginning and renegotiate what's already been negotiated," said Governor Linda Lingle. Last May, public school teachers agreed to the testing for a pay raise. But it was never decided who should pay for it. The board of education is refusing to fund it. The chair says facing19 million in cuts this year, they can't afford it. "What program would you like us to cut? What programs would you like us to take away from the children in the schools? Which computer class do you want us not to fund," asked Ikeda. "We think the resolution is on their side because they already agreed to this, they agreed in contract, their members voted and now they need to live up to their commitment," said Lingle. The governor has said she may withhold teacher pay raises if the drug testing isn't implemented. The governor isn't saying what action she'll take. Ikeda says if it happens, teacher's may sue. |
