It wasn't as powerful as expected, hurricane warnings were dropped. But Fay could dump as much as a foot of rain on parts of Florida.

Maximum winds are still near 60 miles-per-hour, with stronger gusts. About 33-thousand homes and businesses are without power.

Fay is expected to turn north Wednesday and enter the Atlantic, where it may get another chance to gain momentum.
